Urban Planning
Our urban planning regulations apply to the city as a whole and its various precincts. They provide a framework for developers and set the standards for quality urban living. These pertain to the environment, architecture and the proper maintenance of buildings over time. Our urban planning regulations are attached to every deed of sale and must be followed by all.
Urban guidelines
All projects must follow guidelines which apply to the city, its precincts, and blocks. Doing so guarantees a shared aesthetic for all buildings in the Moka Smart City.
The Project Evaluation Committee
A project evaluation committee carries out routine checks to ensure that all rules and specifications laid out in the master plan are respected.
A Thorough Evaluation Process
The regulation committee assesses projects ahead of the submission of a Building and Land Use Permit application (BLUP). Using the urban planning regulations and architectural specifications laid out in the guidelines as a reference, the committee assesses a project’s capacity to meet sustainability and design standards while taking into account practical considerations. This process saves time for developers as they are immediately informed if they are not compliant.
When considered compliant by the committee, the developer may submit their BLUP and documentation detailing how they plan to limit inconvenience to the neighbourhood during construction.
Constant Quality Control
During a project’s construction phase, Moka staff guarantees that all rules and regulations are adhered to. Once the project completed, they regularly assess whether the city’s rules of good neighbourhood relations are respected.

This committee communicates its vision to all developers operating in Moka City and ensures that all are on the same page.
About Moka Smart City’s coordinator
Gabrielle Brun became Moka Smart City’s coordinator in 2018 and works in close collaboration with Nathan Iyer (from the Iyer architecture firm), who had already established the groundwork for the development years before. Gabrielle’s daily mission is to embody the spirit of the project and make sure that the objectives which Moka Smart City has set are met. To achieve this goal, she relies on the urban planning regulations and the regulatory committee’s analysis on every project. However, her primary role is to create a bridge between urban planning and architecture. She does so by helping all teams involved to understand Moka Smart City’s vision by translating it in architectural terms. She also acts as a link between the various architects involved with Moka Smart City in order to create a shared vision.
